AT&T Program Manager Technical for Army (Government) in Vienna, Virginia

Technical Program Manager responsible for overall pursuit, capture, and execution of multiple US Army network infrastructure upgrade projects at global locations, Complex Information Technology (IT) Projects may include multi-million dollar US Government technical upgrade programs that entail: Inside Plant, Outside Plant, classified and unclassified data/voice/video network switching and routing, WLAN, Cellular LTE, VoIP, and advanced Unified Communications (UC) upgrades.

  • Modernization of legacy IT networking infrastructure on a large scale.

  • Planning, coordinating, and directing the activities of administrative, program control, and technical personnel involved in providing services in fulfillment of contracts.

  • Accomplish technical business development among DoD and Army customer through regular engagement efforts.

  • Must have knowledge and experience with Department of Defense (DOD) plans, policies, standards, and methods aimed at the acquisition and support of software, hardware, network, network security and computer resources for Department of Defense systems.

  • Managing and controlling schedules and cost to provide on time, within budget, performance of all aspects of the contractual effort.

  • Must be capable of providing subcontract management and oversight to subcontractor personnel in order to achieve excellent results, on-time, and within budget.

  • Contribute to technical and management proposal writing and development efforts to deliver compliant and competitive proposals.

  • Apply teaming skills to cultivate strong partner relations and contract teaming. Frequent customer interaction among uniformed and civilian executive level personnel to manage expectations and perform regular internal reporting.

  • Minimum ten (10) years’ experience pursuing and managing large, complex IT upgrade projects of similar scope and complexity including three (3) years’ of technical experience directly managing day-to-day projects.

  • Must possess current Project Management Institute (PMI) Project Management Professional certification.

  • Program Manager with expertise in Inside Plant and Outside Plant (ISP/OSP) projects, commercial and government communications systems design, installation, and as-built upgrades.

  • Experience in the telecommunications field including project management, design, engineering, installation, as-built and inspection of telecommunications facilities in both inside and outside plant environments.

  • Experience in formulating strong partner teaming is required.

  • Must have proven track record of very strong leadership skills, organizational skills, and ability to oversee the design, installation, test, and turn-up of multi-million dollar IT projects.

  • Must possess strong interpersonal skills with the ability to coordinate efforts of resources and Subcontractors to ensure deliverables are met to project and customer satisfaction.

  • Familiarity with definition, design, installation, configuration, troubleshooting, and operations & maintenance (O&M) of IT Enterprise Services to include, but not limited to IP-Based Wide Area Networks (WANs), Local Area Networks (LANs), and Wireless Local Area Networks (WLANs).

  • Ideal candidates will have experience modernizing legacy infrastructure on a large scale. Must be capable of planning, coordinating, and directing the activities of administrative, program control, and technical personnel involved in providing services in fulfillment of contracts.

  • Experience in DoD and Army technical business development and customer engagement experience is required.

  • Must have knowledge and experience with Department of Defense (DOD) plans, policies, standards, and methods aimed at the acquisition and support of software, hardware, network, network security and computer resources for Department of Defense systems.

  • Experience with overall project management responsibilities to include:

  • Project schedule, budget, financial performance reporting, technical scope management, team and customer communications, and deliverables. Experience in subcontract management and oversight of subcontractor personnel in order to achieve excellent results, on-time, and within budget. Expertise in technical and management proposal writing and development is required.

  • Experience in formulating strong partner teaming is required. Experience with MS Office Suite to include; Project, Excel, Word, PowerPoint, and Visio is required. The ideal candidate has a prior military or federal background and professional certifications.

Required Clearances : Candidate must be a US Citizen, possess Secret clearance, and eligible to obtain Top Secret.

Required Education : A Bachelor’s degree in Engineering, Computer Science, Information Systems, or Technical Management, or equivalent experience.

Desired: Advanced degree is a plus, but experience is paramount. Familiarity with advanced technologies to include: Software Defined Networking (SDN), Network Function Virtualization (NFV), and Cloud Service deployment and architectural methods to accomplish technology migrations is preferred.
