AT&T Network Systems Design Engineer (Government) in San Diego, California

Support of the U.S. Navy satellite communications Mobile User Objective System (MUOS) effort to assist in the automation of the Network Management System (NMS). Engineering tasks covering the broad spectrum of systems engineering, including technical architecture assessments; analysis; integration and interoperability assessments (both internal and external); risk and configuration management; technical management services

10+ years of specialized engineering experience required, supporting global DoN or DoD networks. Experience with Information Technology Infrastructure Library (ITIL) processes, with an emphasis on incident & problem management, to assist in the automation of the MUOS NMS.

  • Assist in the definition of specific roles and responsibilities and identifying the tool/tools required to support service management.

  • Adapt methods, procedures, system functionality in establishing requirements and the associated operations processes.

  • Requires an in-depth knowledge of internal operations support systems (OSS) and the commercial tool marketplace.

  • Coordinate the accomplishing tasks in the context of a team environment where others may be enlisted to support accomplishing these tasks in a short timeframe.

  • Prepare status reports for management that summarize activities and identify areas of risk that may require management attention to resolve.

  • Specific activities include: analyze customer requirements and decompose requirements into functional categories; develop secondary design requirements; define architecture alternatives that are comprehensive, including the IT systems as well as the structure of the organization that will operate the systems; evaluate alternative against requirements, cost, corporate priorities, etc. and select the solution that best meets requirements while keeping costs at a minimum.

  • Education: Bachelor of Science in Engineering or Science

Required Clearance: Secret clearance

Desired: Experience with the MUOS network. ITIL Certification.
