Work Location: Stuttgart Germany
Serves on the USAFRICOM Intelligence Directorate (J2) enterprise architecture team working with stakeholders and leadership to build a holistic view of the command’s strategy, processes, and information technology systems in order to ensure information technology systems and resources are linked to command objectives and missions.
Leads efforts to document and improve command structure and processes, develop innovative information systems solutions, integrate and standardize business processes, improve quality and timeliness of business information, and document current and future systems architectures.
Manages complex interdisciplinary systems engineering projects providing systems capability development, systems gap analysis, as well as integration, scope, time, cost, and risk management.
Independently leads projects and efforts that span multiple staff directorates while balancing competing customer requirements and managing limited resources.
Develop, coordinate, staff, and present executive level information, decision, mission, and staff briefings.
Intel systems planner is responsible for ensuring exercise model and simulations accurately reflect USAFRICOM capabilities and ensuring exercise objectives align with strategic goals across high and lower echelons.
Intel systems exercise planner shall represent the J26 at initial, mid, and final planning meetings and execution of theater level exercises such as Judicious Response and Epic Guardian.
The planner will coordinate with industry representatives to demonstrate new technologies during exercises that address recognized capability gaps in the command. The planner shall coordinate with the appropriate information assurance representatives and systems engineers to ensure integration and accreditation of the new technologies. The planner will document lessons learned during the exercise and support possible real world implementation of new technologies.
Travel will be necessary.
Experience planning and executing Department of Defense (DoD) theater or regional level exercises
Experience working with Joint Staff on developing exercise model and simulation feeds for theater or regional level exercises
Knowledge of intelligence systems and processes
Experience leading complex interdisciplinary systems engineering projects in a DoD environment
Experience assessing and evaluating information technology systems and making recommendations to management about incorporating systems into the enterprise architecture
Critical thinking – ability to visualize and articulate end-to-end systems solutions
Must be capable of performing complex tasks related to military operations at the Combatant Command staff level
Knowledge of Microsoft products: Office, Visio, Project, and SharePoint
Ability to be a self-starter and work in a team environment • Ability to handle multiple tasks simultaneously in a fast-paced, quickly changing environment, and maintain a positive attitude
Excellent oral and written communication skills
Possession of excellent listening and interpersonal skills
Capable of preparing and presenting executive level briefings
Technical Bachelor’s degree (Engineering, Math, Computer Science, Physics, Telecommunications, or Information Systems) from an accredited college with 5 years of professional experience, related Master’s degree with 3 years of professional experience, or 15 years professional working experience
Required Clearance: Active TS/SCI
Desired Experience, Education, and Certifications:
Joint, Combatant Command, or North Atlantic Treaty Organization (NATO) staff experience
Compliant with DoDD 8570 IAT Level II or higher
Knowledge of common DoD C2 systems such: Global Command and Control System - Joint (GCCS-J), General Area Limitation Environment (GALE Lite), Multimedia Message Manager (M3), Think Analyze Connect (TAC), Integrated Imagery and Intelligence (I3), Analyst Notebook, Modernized Integrated Database (MIDB), Integrated C4I System Framework (ICSF), Agile Client, Command and Control Personal Computer (C2PC), Command, Control, Battle Management, and Communications (C2BMC), Joint Automated Deep Operations Coordination System (JADOCS), Theater Battle Management Core Systems (TBMCS), Imagery Product Library (IPL), Joint Targeting Toolkit (JTT), Personnel Recovery Mission System (PRMS)
Knowledge of Department of Defense Architecture Framework (DoDAF) or The Open Group Architecture Forum (TOGAF)
Industry recognized Information Technology Certifications: Computing Technology Industry Association (CompTIA), Cisco, Juniper, Microsoft, International Information Systems Security Certification Consortium (ISC)2, Global Information Assurance Certification (GIAC), International Council of Electronic Commerce Consultants (EC-Council), International Council on Systems Engineering (INCOSE), etc.
