AT&T Senior Operations Manager (Government) in Offutt Air Force Base, Nebraska

The Senior Operations Manager is responsible for managing two 24-hr Special Government Operations Centers (SGOC) and all aspects of operation by directing operational procedures, setting management policy and coordinating network configuration data. In-charge of identified circuit outages, trouble resolution, upgrades within network/NOC, maintenance issues and engineering assistance/synchronization.

  • Candidate is also responsible for integrated earth terminal satellite network located in the SGOCs, emulating UHF service capability while providing configuration versatility via DoD operated earth stations. In-charge of identified circuit outages, trouble resolution, upgrades within network/NOC, maintenance issues and engineering assistance/synchronization. Additionally, responsible for Conference Bridges co-located with the SGOCs, providing 24/7 on-site equipment maintenance and trouble analysis, to include circuit impairment resolution.

  • Reviews network configuration manuals, identifies operational requirements and provides operational analysis to optimize customer service across the network, as well as providing priority determinations as service conflicts arise.

  • Supports Point-of-Presence Planning/re-location effort to include telecom power, infrastructure installation, outside plant installation and coordinates vendor access to government facilities.

  • Leads one management direct report who resides at the Waldorf SGOC and 20 union represented Communications Technicians, as well as two senior operations clerks.

Responsibilities include hiring, scheduling, time reporting, expense management, travel documentation and all other administrative duties as required. Candidate will be required to provide program management and engineering support in multi-faceted areas of expertise related to telecommunications and UHF radio spectrum services and earth terminal interface.

  • Obligated to travel for program meetings, and backup Program Manager representation as needed.

  • Acts as the subject matter expert on various equipment and technologies to ensure timely restoration of service and provide high level of customer satisfaction. Duties include constant customer interfacing and meeting support. Continuously interfaces with several AT&T entities and suppliers.

  • Direct coordination between operational customers, government, and commercial service providers, and orchestrates service availability impacted by scheduled outages, facility maintenance, and environmental issues.

  • Manager must continue to seek new training opportunities and in turn train communication technicians on new standards and technologies. COMSEC (Communications Security) hand receipt holder – control of Secret and below COMSEC equipment for securing information across media and Secure Voice Responsible Official administering Secure Telephone Equipment duties.

The candidate must possess strong interpersonal, communication and organizational skills, and leadership skills for management of other operations personnel. Masters Degree in science or computer-related field (equivalent work experience may be substituted) and experience with direct management of occupational (bargained for) employees are required.

Working closely with leadership, specific skills required include development and management of work schedules in scope with contractual requirements, resolution of personnel conflicts, chain of command and legal escalation paths, and coordination with engineering and program management on all operational activities and issues. Candidate must be willing and able to provide briefings to customers and leadership when requested. The candidate must be well-versed in understanding and operating analog/digital commercial and DoD telecommunications technologies and UHF radio frequency (RF) satellite systems. Critical knowledge includes 10+ years experience installing, operating, and maintaining terrestrial circuits at T-1 rates and higher. Candidate must be proficient in Microsoft Office.

Required Clearance: U.S. Citizen with a Top Secret clearance (SSBI with 2+ years remaining) and possess a valid driver’s license.

Desired: Understanding of COMSEC and cryptographic security procedures, Microsoft Project, Risk Management Framework (RMF) and DoD 8570 certification considered ideal.
